The former Two and a Half Men actor's vehicle was flanked by police cruisers on his drive from Dulles International Airport to one of his 'My Violent Torpedo of Truth' live shows at Constitution Hall in April.
DC police chief Cathy Lanier later opened an investigation into the matter as a possible violation of department policy.
The Washington DC inspector general's office has now cleared police of any wrongdoing in escorting Sheen to his gig, according to The AP.
Sheen's escort was found to be no different than similar services offered by local police to Paul McCartney, Justin Timberlake, Bill Gates and other celebrities over the last three years.
However, the inspector general suggested that Washington DC law enforcement should make a greater effort to co-operate with neighbouring police agencies before offering escorts in the future.
One issue that remained unresolved was an allegation that Sheen's vehicles and police cruisers were travelling at excessive speeds, which arose after the actor posted a picture on Twitter of a speedometer topping 80mph during the ride. Officials noted that they did not have enough evidence to verify any unlawful activity.
Sheen is to be the subject of Comedy Central's next celebrity roast in September and is also believed to have signed on to star in a TV adaptation of the 2003 film Anger Management.
