James Rainford has allegedly harassed Hilton multiple times over the last year.
In October 2010, Rainford was arrested after he slipped by Hilton's security and knocked on her front door.
Rainford attacked Hilton's ex-boyfriend Cy Waits outside a courtroom in April and was arrested again in July for violating a restraining order by approaching the socialite's beach house.
Rainford appeared in court on Monday, where his defence lawyers argued that his actions never directly threatened Hilton.
Judge Jessica Silvers denied the defence team's claims and has ruled that Rainford will face two felony stalking charges, The AP reports.
Judge Silvers told Rainford: "It's very clear from all these incidents that you are obsessed with Paris Hilton… This is more personal, and it is scary."
Hilton was not present for Monday's hearing.
Rainford, who has pleaded not guilty in the case, was ordered to return to court for an arraignment on August 29.
He is currently being held in jail on $150,000 (£91,586) bail.
Hilton reportedly lost two mobile phones on a flight to the Philippines earlier this week.
