The 2011 Miss Universe Australia, who recently flew to Brazil for the final of the international beauty pageant, said that she believes former Miss Universe Hawkins has gone "too far" in her quest for beauty.
Biggs told the Sunday Herald Sun: "There's a lot more to beauty before considering plastic surgery. Jen has gone that little bit too far. I'm not against it but I do believe in natural beauty. There is too far, though. There is too much."
Hawkins has previously denied that she has had any cosmetic procedures and her management has refused to comment on the rumours.
Rachael Finch - 2009's Australian representative for the beauty contest - has also admitted that she believes Hawkins's face has "changed" since she shot to fame seven years ago, but said that she is "not sure" if she has been surgically enhanced.
She told the Herald Sun: "I'm not completely against plastic surgery, I think that everyone makes their own personal decision, but I do believe Sherri-Lee is right when she says that natural beauty is best.
"[Jennifer] denied [surgery], so maybe she hasn't, but I love what she looks like in a picture in 2004. Whether it might be weight loss or changes in the face in maturity, whatever it is, it looks so beautiful and fresh in 2004."
Hawkins is currently planning her wedding to Jake Wall, while Finch recently announced her engagement to her former Dancing with the Stars partner Michael Miziner.
