The 'Born This Way' singer took 11th place on the magazine's annual countdown, ahead of Winfrey, who came 14th, Beyoncé, who came 18th, and Angelina Jolie, who came 29th.
"Lady GaGa wears the crown of Forbes 2011 'Most Powerful Celebrity'," the company said in a statement. "It's a title she's made good on both in dollar signs and massive constituency."
The statement explained: "She raked in $90 million over the past year. In July, Gaga became the first Twitter user to reach 12 million followers... [and] her Facebook page has 36 million fans."
However, no entertainment-related celebrities cracked the top ten on the 'Most Powerful Women' list. The top spots belonged to politicians such as German Chancellor Angela Merkel, who earned first place on the list, Hilary Clinton, who took second place, and First Lady Michelle Obama, who came in eighth.
GaGa will open this Sunday's MTV Video Music Awards. She has promised that her performance will not disappoint.
The 'Judas' singer recently professed that she would die if she was unable to make music, saying that she is married to the loneliness that comes with being an artist.
