The actor, who plays CIA operative Trent Kort in navy police procedural drama NCIS, was arrested following a 911 call, TMZ reports.
The alleged victim claimed that an argument with Fisher began as he was hanging towels outside his Los Angeles home.
The man, who is thought to be Fisher's neighbour, claims that the former 24 star tried to choke him, but he escaped and phoned the police. He has since been taken to hospital.
Fisher's representative has not yet commented on the reports but the actor is thought to have been booked, with bail set at $50,000 (£30,894).
In addition to his recurring role in NCIS and guest arc in 24, Fisher is known for his appearances in Burn Notice, Charmed and Nicolas Cage action movie National Treasure.
