The actor visited the war-torn capital Tripoli, where he met with Libyan activists and surveyed damage caused during the country's civil war.
Penn hailed Libyans for having "the courage to say [they] want freedom", adding: "It's an extraordinary thing."
The Academy Award winner also said he is confident that Libya will be able to establish a democratic government.
Penn told The AP: "An enormous price has been paid but I think that there is no question that they can follow it through."

Last week, Penn joined activists in Egypt's Tahrir Square to call for the end of oppressive policies.
