Palumbo was jailed after sending Twain several threatening letters and defying a court order to stay away from her by showing up at March's Juno Awards.
The man agreed to plead guilty to failure to comply with a court order and criminal harassment during an arraignment in September.
Palumbo addressed Twain by using her real name Eilleen Regina Edwards during that hearing, saying: "Eilleen, you can trust me, I'm going to plead guilty… I've been offended too much, your honour!"
On Wednesday, the presiding judge denied Palumbo's request to be freed on bail prior to sentencing. The judge said Palumbo had not given a valid reason why he should be released, reports The AP.
Palumbo reacted to the ruling by shouting: "You know you're all very sick, you really are - it's so sad! Have fun, because I'm going to keep having fun, wherever I am... What a bunch of psychopaths!"
He will return to court on November 15 for another court hearing.
Twain has claimed that she has compassion for her alleged stalker, but added: "I feel very sad… and awkward having to go through these very personal matters with Mr Palumbo because it's such an invasion of his privacy."
