Anthony Ciccone made the comments during an interview with the Michigan Messenger about the city's successful food and shelter programmes.
"My family turned their back on me, basically when I was having a hard time," Ciccone explained.
Ciccone said he ended up living on the streets and sleeping under Union St. bridge after losing his job at his father's winery in Suttons Bay for undisclosed reasons.
"You think I haven't answered this kind of question a bazillion times - why my sister is a multibazillionaire and I'm homeless on the street?" Ciccone replied, when asked why Madonna hasn't helped him.
Ciccone added: "Never say never. This could happen to anybody."
One of Madonna's other brothers Christopher released his New York Times bestselling memoir Life With My Sister Madonna in 2008.
