The Dublin-born star is best recognised for his starring role in 1998 comedy film Waking Ned, for which he won a Screen Actors' Guild nomination.
Kelly is also well known for playing Grandpa Joe in Charlie and the Chocolate Factory, one of his last screen appearances in 2005.
For his 50-year-long career, he will also be remembered for his parts as the vicar in The Italian Job and Mr O'Reilly in classic sitcom Fawlty Towers.
Friend and former Ballykissangel co-star Niall Toibin released a statement saying: "He was a hilarious man. He had an outlook on life that was slightly skewed and made you laugh all the time."
Passing away in hospital after a short illness, Kelly is survived by his long-time wife Laurie Morton.
