Margie Phelps, a spokesperson for the church, made the announcement on Twitter.
In the message, Phelps wrote: "Yay! 2 pickets in NJ-Whitney Houston funeral & [gay marriage bill legislature]." Phelps cites the reasoning behind the scheduled protest as being retribution for Houston "stealing God's glory".
The church has also made plans to release a single titled 'God Will Always Hate You, Whitney'.
This is not the first instance of The Westboro Baptist Church holding a public protest. In the past they have picketed Elizabeth Taylor's funeral, Kevin Smith's movie Red State, and the Golden Globes.
Whitney Houston died last week at the age of 48. A toxicology report is pending.
Her funeral is to be held today (February 18) at noon in New Jersey. Guests will include Kevin Costner, Clive Davis, Ray J and Alicia Keys. The proceedings will be broadcast on certain TV stations and streamed on the internet.
