The 86-year-old actor tied the knot with Silver, who works as a make-up artist, on February 29. His first wife Margie Willett died in 2009.
Van Dyke explained to Rumour Fix that he met Silver six years ago at the Screen Actors Guild Awards.
"I was in the green room and she passed through and I was bowled over by her beauty," he said.
Van Dyke and Silver then became friends after he hired her as his make-up artist, and they fell in love over "the last couple of years".
"He's the happiest person I ever met. He's got an infectious spirit," Silver said about her new spouse.
Van Dyke admitted: "I'm not a loner. I have to have a life partner. I found the perfect one."
The actor, who is known for his roles on The Dick Van Dyke Show and Mary Poppins, had four kids with first wife Willett.
