The California Highway Patrol (CHP) has recommended to the LA City Attorney that the photographer be charged under the anti-paparazzi law that prohibits photographers from endangering the public while taking pictures of celebrities.

Bieber was given a citation by the California police after being clocked at 80mph on the 101 Freeway in Los Angeles on July 6 as he was chased by the paparazzi.
They were later said to be split over whether the singer should have been ticketed.
The CHP is also recommending a second charge of reckless driving, TMZ reports.
If the unnamed photographer is charged and convicted, they would be the first person charged under the anti-paparazzi and face a year in jail.
