The Real Housewives star made the comments after Kelsey and his wife Kayte were photographed driving around LAX without strapping their 4-month-old daughter Faith into a car seat.
Although Kelsey's spokesperson has insisted that Faith was secured in the seat before the family left the airport, Camille criticised her ex-husband to TMZ.
"No, I don't think it's good to have a 4-month-old in a car without a car seat," she said. "It's so irresponsible.
"We always had our car seat. I mean, we had our little car seat carrier for our children, and then it would hook into the stroller, and we travelled on the plane with the car seat and we'd get off the plane and we'd have the baby in the carrier."
Camille continued: "I just think it's extremely irresponsible. But hey, maybe - he's married to a European girl. Maybe they're different in Europe. I mean, maybe it's a European thing. Let's just chalk it up as that."
The car seat scandal comes just a month after Grammer was criticised for taking Faith to a party at the Playboy mansion, though he explained that he was unable to find a "trusted sitter".
