Chris Guerra, 29, died in a traffic collision on New Year's Day while trying to snap an image of Bieber's Ferrari, although it turned out that the singer was not in the car.
Anger Management star Sheen is apparently close to a friend of the Guerra family and has written a $12,000 cheque to cover the paparazzo's funeral costs.
Sheen told TMZ of his gesture: "A tragic incident like this erases the line between the photographer and the subject. It's an unforgiving moment that begs us all to be human and work as one to prevent this in the future.
"As parents, we are all not supposed to bury our children. My deepest condolences to the families involved."
Bieber released a statement following Guerra's death, in which he sent his "thoughts and prayers" to the photographer's loved ones.
"Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves," Bieber said in a statement at the time.
It was reported after Guerra's death that he had allegedly seen Bieber with a marijuana cigarette earlier in the day and had been trailing his car to get photographic proof.
