Angelina Jolie has visited the Iraqi capital Baghdad in her role as UN goodwill ambassador.
The actress was in the war-torn country yesterday to raise awareness of the plight of more than two million refugees.
She told CNN that help was needed to deal with the "very, very vulnerable" internally displaced Iraqis who were beginning to return to their homes during a break in the conflict.
She met with US commander General David Petraeus, Iraqi Prime Minister Nouri al-Maliki and Iraqi migration officials during the visit, which also saw her chat to US troops in the Green Zone.
She said: "There doesn't seem to be a real coherent plan to help [the refugees]. There's lots of goodwill and lots of discussion, but there seems to be just a lot of talk at the moment.
"What happens in Iraq and how Iraq settles in the years to come is going to affect the entire Middle East. And a big part of what it's going to affect, how it settles, is how these people are returned and settled into their homes and their community and brought back together, and whether they can live together and what their communities look like."
