The document, which is valid for 60 days, was allegedly taken out on Tuesday morning.
A representative for Beyoncé issued a "no comment" statement to the paper.
The couple were rumoured to be planning a wedding in New York earlier in the year at either The Carlyle or Peninsula Hotel.
Beyoncé and Jay-Z have been dating since 2002 after collaborating on the tracks '03 Bonnie & Clyde' and 'Crazy in Love'.
Both have been reluctant to talk about their relationship and the prospect of marriage.
"You can't rush a man into anything - whether it's a relationship, marriage or having children," said Beyoncé in a 2006 magazine interview.
