The music mogul is so convinced that Cole could have a career in the United States that he has hired lawyers to sort out her visa problems, according to The Sun.
The Girls Aloud singer was given a criminal record for assault following a nightclub brawl in 2003 and is unable to obtain a working visa.
"Simon was dazzled by Cheryl’s performance on The X Factor," an insider told the newspaper.
"He’s certain he can turn her into a global star, but he just needs to iron out her visa problem. He’s employed a firm of experts in Miami and is confident they will be able to reach some kind of arrangement."
Cowell is reportedly convinced he can secure the star an interview with Oprah Winfrey, but her previous actions may restrict her chances.
"What Cheryl did was a long time ago and entirely out of character. She has never put a foot wrong since. Simon is certain her impeccable behaviour since her conviction should be stressed when they make their next application," the source added.
