Health secretary Andy Burnham wants the 66-year-old to encourage people to take up dance classes and improve the nation's health in the build-up to the 2012 Olympics.
The former Strictly Come Dancing judge will lead a national campaign promoting dance classes to people who would normally avoid sports or the gym.
Newsreader Angela Rippon, Strictly dancer Darren Bennett and TV presenter Lisa Snowdon will also be in the Dance Champions Group, which is being chaired by ex-Capita boss Rod Aldridge.
"We're really in danger of being known as the best in the world for watching sport, but one of the worst for getting out there and doing it for ourselves," said Burnham.
In July, popstar Alesha Dixon and ballet veteran Darcey Bussell were confirmed to replace Phillips on this year's Strictly judging panel.
