Joe, who was portrayed by actor Mark Little, became involved with Lyn during a return visit to Ramsay Street in 2005. However, their happiness was cut short when Joe had to leave Erinsborough to help son Toby on his farm.
In a new interview with PA, Andrewartha named Joe after being asked which character she would like to see return for Neighbours' 25th anniversary later this year.
She said: "If it were up to Lyn Scully, it would be Joe Mangel. I haven't heard anything about that but that would be Lyn's choice. He was great fun to work with."
In October 2008, Little said that he was unlikely to return to Neighbours again, describing the role of Joe as "just a fond memory". His original stint in the part ran from 1988 to 1991.
Stefan Dennis, who plays Paul Robinson on the soap, recently suggested a live episode for Neighbours' 25th birthday.
