"They do want the best for each other," she told TV Week.
Meanwhile, Marcus Graham - who plays Harvey - reflected: "They are wildly attracted to each other and get along so well.
"But because Harvey has been so dodgy there are trust issues that come into it; they have to sort through a lot of their baggage before they come together."
Over the coming weeks, Harvey will confess to sleeping with ex-wife Mel, after becoming convinced that Roo had reconciled her relationship with former boyfriend Tim.
Sent on a boat trip by Alf with a view of making a final decision over their relationship, Harvey proposes to Roo.
