Private investigator Glenn Mulcaire was jailed in 2007 for accessing voicemail accounts, including those of George Michael and the late Jade Goody.
The Metropolitan Police have now revealed that Tarrant and Coogan were both "persons of interest" to Mulcaire, who reportedly passed on his targets' details to the News of the World.
Tarrant's lawyer Mark Lewis said that action on behalf of his client is "at a very early stage".
Politicians and sports personalities were also among the thousands of people whose privacy was violated by Mulcaire.
