Industry regulator Ofcom confirmed that the telecom company topped its list of negative customer feedback between April and June of this year, BBC News reports.
However, the watchdog noted that TalkTalk's record of customer satisfaction has improved since its last report. Ofcom published its first report of this nature in October 2010.
Following the October report, TalkTalk and its Tiscali UK subsidiary were fined a record £3m by Ofcom as a result of the complaints it received for incorrectly billing more than 65,000 customers for services they did not receive.
"It's encouraging that Ofcom's data demonstrates that, following the Tiscali integration, the service we offer our customers has significantly improved in the last quarter with the number of complaints as a percentage of customers dropping by over 50%," read a statement from TalkTalk.
"We're committed to providing good service alongside our best value and, while we clearly still have lots to do, we're confident that our customers are beginning to see the benefits of the changes we continue to make."
Virgin Media was revealed to have attracted the fewest complains. In the mobile sector, O2 had the strongest track record, while 3 attracted the most negative feedback.
A 3 spokesperson described the volume of poor feedback as "temporary blip", adding: "We are disappointed by these figures and we will work with Ofcom to better understand what is driving them."
TalkTalk purchased Tiscali UK in 2009, blaming billing errors on teething problems caused by the merger. It has since handed out more than £2.5m in refunds to its customers.
