The company reportedly joined forces with Beats Audio head Jimmy Iovine to develop a Spotify rival after talks with other third-parties broke down.
GigaOm claims that the application will come preloaded on HTC's forthcoming tablets and smartphones, though its sources did not confirm whether users will be required to pay to access it.
HTC entered the movie rental market last year with the launch of its HTC Watch service, a platform which enabled customers to buffer video over 3G and Wi-Fi.
The firm acquired a majority stake in Beats Audio in August last year, paying out £191 million ($310m) for a 51% share of the company.
HTC is yet to officially confirm that it is launching a music streaming service.
