The Chinese manufacturer is negotiating with carriers with a view to bringing the devices to the territory later this year.
Mozilla's Firefox OS has been billed as a rival to Google's Android mobile operating system, but the devices it runs on are aimed at the lower end of the smartphone market.
The web company is also in negotiations with Qualcomm, TCL Communication Technology Holdings regarding the possibility of forming hardware partnerships.
"Interest and momentum continues to grow in Firefox OS," vice president of products at Mozilla Jay Sullivan told Bloomberg.
ZTE is also exploring the possibility of launching Mozilla Firefox OS-powered phones in the North American market.
Mozilla Firefox OS has been forecast to claim 1% of the global smartphone market this year.
