Pay element on SDN multiplex?

The Media Guardian has reported that the new SDN Chairman, Wyn Innes, is still looking at the possibility of selling two remaining channel slots on SDN's multiplex to broadcasters interested in producing a 'pay lite' service on digital terrestrial television.
There is some consternation in the BBC/Crown Castle circle as they feel they have made a good start at persuading people that a Freeview decoder is a must-have item for anyone with a widescreen TV and no other digital service.
They fear that any lite pay TV service will confuse potential customers.
There has been similar speculation over the last few weeks on this subject in various trade publications.
