A large number of channels, including many regional public services, already operate in the country. Like in the UK, broadcasters are claiming the right to more DTT spectrum post-switchoff. Some accounts suggest there is not sufficient capacity even for all the existing channels.
Using all the freed-up spectrum for TV will limit the potential for other services such as mobile television and broadband.
The European Commission, which is expected to publish guidance to member states on the use of new spectrum shortly, has told Spain there should be a balance between TV and other uses and has asked the government to explain its plans.
The commission has previously talked up the importance of new mobile services.
In the UK, Ofcom is to auction off all the spectrum cleared by switchover regardless of what buyers plan to use it for.
