The 90-minute spoof-documentary, ITV4's first comedy commission, focuses on a darts player who suffers a heart attack, prompting him to lose his skills at the oche.
Elaborating on the story, Welsh said: "Good Arrows is set in South Wales, in the world of professional darts. It is a satire on the most vacuous and self-defeating foible of our times - the cult of minor celebrity.
"We have a tight, funny and edgy script and have been fortunate to recruit brilliant performers and a highly talented crew, who will execute it with aplomb."
Welsh penned the script with Dust Films production company partner Dean Cavanagh.
Jonathan Owen, Ella Smith and Brian Hibbard will star in Good Arrows.
