Based on the hit US show, Law & Order: UK will also feature Jamie Bamber and Harriet Walter, with production shared between Kudos Film and Television, Wolf Films and NBC Universal.
ITV director of drama Laura Mackie remarked that Kudos has delivered "the perfect cast" for what she described as a British take on a successful crime format.
She also hailed the work of show writer Chris Chibnall, whose credits include Life On Mars and Torchwood.
"The breadth of the acting talent involved will build on the strength of Chris Chibnall's lively and complex scripts," said Mackie.
