The former Crimewatch presenter will front three hour-long investigations as part of the BBC One show, which has been given the working title The Truth About Crime.
The primetime programme will follow police around the country as they demonstrate their work. It will look into the media's reportage of incidents and the public's fear of crime, while Ross, 61, will also interview victims.
"I can promise the series will throw up a lot of surprises," he told The Press Association.
"It'll challenge everything, from how much crime there is and who does it, through to the purpose of the police and the courts and the millions spent on rehabilitation - and I'm pretty sure we'll show a host of new solutions."
The show, which will broadcast next year, will also have a dedicated online presence.
Ross left Crimewatch in 2007 after 23 years, sparking criticism that the BBC was guilty of ageism.
