Cohen claimed that the show's original £3 million series budget could not be justified, but argued there is "still life" in the programme.
"I had to make an unpleasant decision that probably doesn't make me popular, but it hadn't got as far as it should have in the creative process," Cohen told The Media Festival in Manchester.
"I believe there's still life in it as a project...but there's big money at stake if you're talking about a 6 x 60-minute drama."
He added: "It's not as though we're making widget... We love Phoo Action's bold colours. There's still life in it in some form."
A 60-minute pilot of Phoo Action, which starred Jaime Winstone and Eddie Shin aired earlier this year.
