Speaking on his BBC Radio 2 show, the presenter said that Norton's new programme Totally Saturday was poor enough to make Barrowman's Tonight's The Night look good.
Ross said: "What have we got on TV over the weekend? We had had Graham Norton's Totally Saturday. Well that's not good enough.
"Poor Graham, I feel for him watching that show. It makes even that series John Barrowman was in look like a work of genius, and I was watching that for all the wrong reasons."
Sources recently claimed that Norton will overtake Ross as the highest earner at the BBC when their contracts are renegotiated.
