Life's Too Short will be an observational comedy which centres around the day-to-day life of British actor Warwick Davies.
The Star Wars star, who is only 3ft 6in, previously made a guest appearance in Extras.
Janice Hadlow, controller of BBC Two, said: "I'm very excited to see the return of Ricky and Stephen to BBC Two, but also to welcome Warwick Davis, a great talent, to the channel.
"Experimenting with innovative, broad appeal comedy projects are an important part of BBC Two's plans for the future."
Merchant and Gervais, whose last project was coming-of-age movie Cemetery Junction, will also play minor roles in the programme, which is further being developed for HBO in America.
