Speaking to TV Guide, Messer revealed that fellow producer Ed Benero's mandate was to make the final episode of the current season the most frightening so far.
Messer explained, "What I realised is, I needed to know what scares me. If I wrote my fear then there will be a truth to it."
The episode features Tim Curry as Billy Flynn, a serial killer who strikes during blackouts.
Messer revealed that Curry's character "kills families, but always leaves one person alive, which is psychological torture for the rest of that person's life".
"He feeds off of making people powerless," she added.
The show's sixth season will begin airing in September.
