Gervais has teamed up with his Office and Extras collaborator Stephen Merchant to create Life's Too Short.
The series focuses on actor Warwick Davis, who is 3ft 6in tall.
"He refuses to live his life as a disabled person," Gervais told Reuters. "We're making him empowered but also give him these foibles."
He added: "It's the funniest thing we've done."
Life's Too Short has been commissioned by BBC Two.
