The programme is a revamped version of Spitting Image, the popular satirical puppet show that poked fun at celebrities and politicians.
The latex caricatures of the original series will be replaced by 3D computer generated models, including celebrities Jordan and David and Victoria Beckham.
Headcases will also feature Princes William and Harry ordering ham and caviar pizza, Tony Blair making prank calls to Gordon Brown, and Home Secretary Jacqui Smith's breasts changing size depending on the terrorist threat in the UK.
Henry Naylor, also a writer for the original Spitting Image series, said: "It is bold of ITV to commission a new satire in the Spitting Image slot with a high political content.
"Part of our mission is to make politics accessible to people."
Impressionist Rory Bremner, also a veteran from the show's previous incarnation, will voice characters on the new version.
