The awards are presented annually at the Rose D'Or television festival in Lucerne, Switzerland and recognise the best of television from broadcasters around the globe.
The judges said of Skins: "The action is enhanced by an irreverent comedic approach, which in no way reduces its emotional impact."
Among the other British winners this year were The IT Crowd, named best sitcom, and BBC Two comedian Peter Serafinowicz, who won in the best entertainer category.
The judges were also impressed with BBC Two series Kombat Opera Presents..., in which opera singers parody television shows. The title won best comedy and the Best Of 2008 category. "It's an inspired idea that opens the door to a whole new genre: culture-clash TV," said the judging panel.
The 2008 Honorary Rose - for special contribution to television - was awarded to Ben Silverman, co-chairman of NBC Entertainment and Universal Media Studios.
