The Sun claims that the 17-year-old singer has admitted that he would sign up to take part on the ITV1 show - but only if he convinces David Beckham to also join the lineup.
"Next time I see David Beckham I will say that if he agrees to do it then so will I," Bieber is quoted as saying. "I love all kinds of skating."
The star confessed to being disappointed by Johnson Beharry's exit from the competition during last week's semi-final.
"I really wanted Johnson to win," he said. "Now I would choose Laura Hamilton."
Bieber is currently in the UK on the European jaunt of his My World tour.
The Dancing On Ice final - which will see the finalists perform a 'showcase' routine - takes place this Sunday at 7.40pm on ITV1.
