The boyband manager, who hails from County Mayo, claimed that such a move would be a step down for his career following his five-year stint on the UK show with Simon Cowell.
Walsh told the Irish Independent: "It would be like getting out of a Rolls Royce and into a Morris Minor. They just don't have the budget for it, or me.
"But Ireland has great talent here. The best in the world. It just has to be nurtured."
The star added that he rarely watches Irish TV stations and is clueless about TV3's new reality show Total Xposure, which sees judges Michael O'Doherty, Gerry Lundberg and Emma Ledden searching for new presenting talent.
Informed about the panel, Walsh replied: "Jesus, they sound like the good, the bad and the ugly. But they are not exactly household names, are they? I've never heard of any of them."
The X Factor returns to ITV1 on August 22.
