The political expert explained that he has to choose the right battles to fight and there was a "real danger" he and dance partner Kristina Rihanoff could win the contest.
"It's not a matter of having the guts to go on," he told Claudia Winkleman on spinoff It Takes Two.
"I don't want to stop people who are very, very serious about dancing from having their moment in the sun. Unlike the other people on the show, it's not my burning desire to win Strictly Come Dancing."
Rihanoff added: "I support his decision. I wish I could change it, but it's his personal decision."
The pair will return to the programme on Saturday for a farewell Waltz.
