The judge claimed that the final trio of celebrities - Rachel Stevens, Tom Chambers and Lisa Snowdon - will now be even more nervous about the contest because of the furore surrounding the voting.
"I think it will rile them all," he told GMTV. "I think it's going to make them even more nervous, to be honest, because there is a bit of controversy over the whole thing and they want to win fairly.
"I'm looking forward to the explanation on Saturday - I can't wait."
Speaking about last week's tie-break between Lisa Snowdon and Rachel Stevens, which led to a rollover and no contestant being eliminated, Horwood said that nobody could have foreseen the voting problems.
"It was just very, very odd, because we couldn't have a clue what was going on in that respect. And of course, with our judging, I never know what Arlene next to me is going to give.
"So of course, when it came out a tie between the two girls, we just had no clue that that would happen.
"I mean if Len had have given one of his usual nines or tens for something, that wouldn't have happened at all. And who could have predicted?"
