The EastEnders star, who was knocked out of the BBC One reality show in last weekend's semi-final, described the Australian professional as "a legend".
In a video message on It Takes Two, the soap actor said: "Natalie Lowe, you are a beautiful intelligent person. This isn't a message to say goodbye. This is a message to say that my door is always open.
"I love you, my family loves you. You are going to go from strength to strength because you are an amazingly talented dancer. You are a legend. And I'm very lucky to have spent three months with you."
Lowe returned the compliment, commenting: "Scott Maslen, you are by far one of the most incredible human beings that I have ever met.
"You will remain a friend for life. And thank you for the most amazing journey that you have brought me on."
The Strictly final, which will feature Kara Tointon, Pamela Stephenson and Matt Baker, airs on Saturday at 7pm on BBC One.
