Jones and pro partner James Jordan were one of the top scorers at the weekend with their cha cha cha, but Horwood singled them out for criticism on spinoff show It Takes Two.
"Starchy, stiff, plus she wasn't dancing through her body at all," said Horwood, when asked about Jones's routine. "She was doing the steps, but not placing them."
When asked whether he had sympathy because of her nerves, the judges replied: "I don't care. You've got to get over that. Whether fear flummoxes you in the end or not, I only judge what I see and what the audience sees on the night.
"I can't say, 'Ooh darling, here's a 9. Ooh, you were nervous'."
He also hit back at Jordan for backchatting with him on the live show, commenting bluntly: "Stupid. It's not going to help him."
Strictly continues on Saturday at 6.05pm on BBC One.
