The Ultimate Housemate-turned-show host praised the X Factor duo for happily accepting any and all challenges thrown at them by Big Brother, no matter how outrageous.
The twins have so far been dressed as munchkins for this week's Wizard Of Oz shopping task and ordered to slip into skin-tight suits for a separation task.
"Anytime Jedward are on, I do want to laugh," he told Emma Willis on Big Brother's Bit On The Side. "Their suits are so tight, you see everything; it's a bit wrong. They are a reality TV dream from a production point of view because they do everything."
Dowling then expressed surprise at how the celebrities appear to have turned on Pamela Bach-Hasselhoff, declaring: "People in the house really dislike her - why? Everytime I watch the show, I see her do nice things."
The former air steward also admitted to being "quite nervous" about unveiling the new eviction night catchphrase, "Big Brother house, this is Brian. Your time has come".
Sally Bercow tonight became the first person to be evicted from the Celebrity Big Brother house over Bobby Sabel and Kerry Katona.
