The Channel 5 host named The X Factor's Rylan Clark and I'm a Celebrity star David Haye as his dream contestants for the upcoming series.
"I'd love Rylan on the show. I think Rylan would be great purely because he's camp, he's loud, he's colourful and he's got a personality and that makes for the best housemates, and he's very, very popular right now," he told Metro.
"He's got a big fanbase from being on The X Factor. I think he'd be a great housemate.
"I'd like to see Rylan in a situation where he's uncomfortable. You know, how does Rylan react to conflict?"
He also listed I'm a Celebrity star and MP Nadine Dorries as another potential housemate.
"Nadine would have been equally as good on Big Brother as well as I'm a Celebrity because of what people think about her," he said.
"People like strong, opinionated women. She's a bitch, she's got an opinion and people like that."
Dowling added that David Haye and Dorries would find life in the Big Brother house much easier than in the jungle.
"I'm a Celebrity, you're obviously very, very tired. You're very hungry. You're living outside with nature. There's rats, there's snakes, it's dreadful," he suggested.
"Celebrity Big Brother can be a bit more relaxing. It's safe. You might be living with snakes - let's be honest - but Big Brother takes away the edge."
Listing his absolute dream housemates, he said: "Joan Collins, Sarah Ferguson, David Haye - just so I could see him shower, Davina McCall - for obvious reasons - and we'd have to bring back Jackie Stallone."
Celebrity Big Brother will launch in January 2013, and will run on the channel for three weeks.
Rylan Clark has been tipped to be a housemate on the reality show in recent weeks since being eliminated from The X Factor.
