Gere lunched with the Celebrity Big Brother star on-stage at an AIDS campaign event, provoking public anger in the country at the public display of affection.
Lawyer Poonam Chand Bhandari has since secured an order from a court in the northern city of Jaipur. A judge ruled the kissing violating Indian laws against public obscenity.
He summoned Shetty to appear at the court on May 5, Bhandari told the Daily Mail, and ordered Gere's arrest. The maximum sentence for the crime is up to three months in jail.
Gere is not currently in the country but often visits as a Buddhist and campaigner.
