The Being Human star was himself tipped to take the role of the Doctor by outgoing executive producer Russell T. Davies before Smith won the part.
Tovey told ITN: "Matt Smith is awesome. He's a fantastic actor. I'm a big fan of his. I think he'll be brilliant.
"Matt's probably worried, of course, but he'll have a different take on it. The joy of the Doctor's part is that he's everyman, he can be anybody so whoever comes in can put their own stamp on it."
It was recently confirmed that the 11th Doctor's new companion will be played by 21-year-old Scottish actress Karen Gillan.
