The Young Ones star will play "intergalactic showman" Vorgenson, a character created exclusively for the event by writer Steven Moffat. The role is described as "The Doctor's biggest fan".
"I'm incredibly excited to be joining Doctor Who Live and this role is something of a boyhood dream come true," said Planer. "My character Vorgenson... is the Greatest Showman in the Galaxy and using his incredible invention, 'The Minimiser', he can make any Doctor Who character appear on stage as part of his travelling show dedicated to his hero."
The show will follow Vorgenson's journey as he summons famous monsters from the series on stage. Matt Smith will also appear as The Doctor in pre-filmed sequences.
Tour producer Craig Stanley added: "This show has something for everyone - Doctor Who fans, of course - but also anyone with a love of incredible illusions, immersive storytelling, magical music, scary monsters and intergalactic heroes."
It has also been confirmed that Nicholas Briggs, who provides the voices for the Daleks and the Cybermen, will feature on the tour as Winston Churchill. Briggs previously played Rick Yates in Torchwood: Children of Earth.
The Doctor Who live tour begins in London at Wembley Arena on October 8, and will visit Sheffield, Glasgow, Birmingham, Manchester, Nottingham, Cardiff and Liverpool before culminating in Belfast on November 7.
