The Drive director told ShortList that he is a fan of the BBC drama, which stars Matt Smith.
"I would have loved to direct Doctor Who but they didn't want me," he insisted. "They turned me down last year."
Refn - who is currently developing a remake of 1976 sci-fi film Logan's Run - also revealed that he is a fan of the BBC's classic space opera Blake's 7, which ran from 1978 to 1981.
"Maybe if they revive Blake's 7 I could do that," he suggested. "I love it. It's great. That could be fun to update."

Sky1 announced plans to revive Blake's 7 for two hour-long specials in 2008, but the project was later abandoned.
Refn has previously admitted that he is keen to make a Wonder Woman movie, citing Drive star Christina Hendricks as his ideal choice to play the heroine.
