With new companion Adam in tow, The Doctor and Rose arrive onboard Satellite 5 in the year 200,000 during the Fourth Earth Empire. Supposedly a golden age for mankind, The Doctor believes that something is wrong with the technology and seeks to uncover the truth. He soon learns from female journalists Cathica and Suki that all the world's news broadcasts are controlled from the satellite.
The Timelord sees how the news is distributed - via inbuilt devices in people's foreheads that can be activated by a simple click.
Suki is summoned to the mysterious Floor 500 where she encounters a decayed corpse before meeting The Editor - who seemingly runs the broadcasts. Suki is revealed to be a freedom fighter intent on uncovering the truth and brings out a weapon, but before she can act a gruesome creature from the ceiling intervenes. The being is revealed to be the Mighty Jagrafess of the Holy Hadrojassic Maxarodenfoe - or 'Max', as The Editor prefers to call him.
Adam has meanwhile hatched a plan to use his newly acquired knowledge of future technology to his own advantage. He has a device installed in his forehead and uses Rose's mobile phone to leave a message to himself in the past. However, the implant now means that The Editor can access his mind, which alerts him to the presence of The Doctor and Rose onboard the satellite.
The pair are soon captured by The Editor and find out that the sinister operation on Floor 500 is staffed by braindead corpses, now including Suki. The vicious Jagrafess, sensing their threat, moves in from the ceiling looking to add the time travellers to a long list of victims...
