According to The Hollywood Reporter, the Fox network is developing the project, three seasons of which have run on the BBC in the UK and on BBC America Stateside.
As well as Davies, ex-Doctor Who production partners Julie Gardner and Jane Tranter are also said to be on board.
It is not yet known whether the UK cast, including John Barrowman (Jack Harkness), will feature if the show makes it to pilot, but the US version will reportedly tackle global rather than local storylines.
Davies has previously suggested that he has already planned a fourth season of Torchwood in the UK.
